Dr Kelman is a Sydney based psychiatrist for children, adolescents, and adults. He is a Fellow of the Royal Australian and New Zealand College of Psychiatrists (RANZCP) and a certified member of the Faculty of Child and Adolescent Psychiatry. He is also a member of the  Australian and New Zealand Association of Psychiatry, Psychology and Law and the Medico-Legal Society of NSW. He completed specialist training across multiple tertiary centres, including The Forensic Hospital, Sydney Children’s Hospital, Prince of Wales Hospital, St Vincent’s Hospital, and The Royal Hospital for Women. He has also worked as a Staff Specialist within South Eastern Sydney Local Health District. This background provides him with substantial exposure to complex psychiatric presentations across forensic, public, and acute clinical settings.

In addition to private clinical practice, Dr Kelman regularly undertakes independent medical examinations (IMEs) and prepares expert reports for insurance claims and legal proceedings. He has experience across a broad range of civil matters, including workers' compensation (state-based and Comcare), public liability, medical negligence, fitness for duty, historical abuse, immigration detention, and complex causation disputes. Dr Kelman is regularly engaged by law firms, insurers, and state and Commonwealth compensation schemes, including Comcare and ORAMS.

Dr Kelman is an authorised permanent impairment assessor with SIRA NSW and WorkSafe Victoria and holds certification in AMA4, AMA5, PIRS, and GEPIC. His reports are structured, methodical, and aligned with jurisdictional requirements, with particular attention to internal consistency, logical reasoning, and medico-legal scrutiny. He is experienced in evaluating conflicting accounts, factual investigations, and extensive longitudinal medical records.

Dr Kelman is passionate about medical education and has held academic appointments with UNSW, The University of Sydney, and University of Newcastle. He has contributed to peer-reviewed medical research and served on hospital governance, training, and safety committees, further reinforcing a disciplined and standards-based approach to assessment.
